The Établissements Publics de Coopération Intercommunale (EPCI), of which the communautés de communes are a part, were created with the aim of pooling resources to promote cohesion and regional development :
«Progress in inter-municipal cooperation is based on the free will of communes to draw up joint development projects within areas of solidarity». (Article 5210-1 of the CGCT)
«The purpose of a community of communes [...] is to bring together communes within an area of solidarity, with a view to drawing up a joint development and spatial planning project». (Article 5214-1 of the CGCT)
