What is a PLUi-H?

The Intercommunal Local Planning Scheme (PLUi) is an essential tool for building a balanced and sustainable territory.

It harmonises town planning rules between the communes of a joint municipality, in order to guarantee territorial coherence while meeting the challenges of ecological transition, such as combating urban sprawl and preserving natural areas.

The PLUi also aims to promote social and functional diversity, by diversifying the supply of housing and economic activities, while adapting to the specific needs of local residents and stakeholders.

Cœur de France territory

At the end of 2015, the Communauté de communes Cœur de France decided to embark on a voluntary process to draw up an inter-communal Local Planning Scheme (PLUi),

Drawing up an Intercommunal Local Town Planning Scheme (PLUi) is a collective effort led by the elected representatives of the EPCI, which coordinates and implements the scheme.

The member municipalities play a central role in this process, participating in strategic decisions.

Government departments, such as the Directions Départementales des Territoires (DDT) or the DREAL, or consular chambers, such as the Chambre d'Agriculture, are involved in checking that the document complies with current regulations (SRU law, Climate and Resilience law, etc.) and can issue opinions or prescriptions.

Residents, associations and socio-economic players are involved throughout the process via public enquiries, workshops and consultation registers, to ensure that the project is transparent, balanced and adapted to local realities.

The Cœur de France PLUi is therefore an ambitious process that will lead to the definition of an inter-communal territorial project for the next 10 to 15 years.

As part of the PLUi process, the Community of Communes wanted to include a Housing component to respond specifically to housing issues and to provide solutions tailored to the Cœur de France region and the needs and expectations of its residents. It is therefore a PLUi-H - Local Urban Plan in lieu of a Local Housing Programme.
