PCAET (Territorial Climate Air Energy Plan)

What is the purpose of a PCAET?

A Territorial Climate Air Energy Plan (PCAET) is a territorial sustainable development project whose aim is to combat climate change and adapt the region to these changes. The aim is to create a resilient, robust and adapted territory, for the benefit of its population and its activities.

The Climate Plan is a comprehensive and structured approach that takes many factors into account:

  • Greenhouse gas emissions from the region and the carbon stored by nature (soil, forests); ;
  • Energy consumption, renewable energy production and associated networks; ;
  • Emissions of atmospheric pollutants ;
  • Vulnerability to the effects of climate change.

What are the objectives? :

There are 2 major objectives in a PCAET :

Mitigating change by reducing our impact: :

  • Reduce energy consumption, particularly fossil fuels (oil, gas)
  • Reducing greenhouse gas (GHG) emissions

Adapting to climate change :

  • A better understanding of the area's vulnerability (natural hazards, energy dependency, etc.)
  • By implementing solutions to adapt our region to future changes (risk and climate change)

Territorial analysis

The territorial analysis of the Coeur de France Community of Communes identified the main climate challenges facing the region:

Key benefits :

  • High consumption of wood energy and electricity in the residential sector.
  • The potential for photovoltaic production is very high, thanks to the large amount of land available;
  • Air pollutant emissions down overall between 2008 and 2022.
  • A significant reduction in greenhouse gas emissions between 2008 and 2022, which needs to be consolidated.
  • A large amount of carbon is stored in the soil, particularly in the region's crops and grasslands; ;

Main weaknesses :

  • The use of oil and gas to heat homes remains high 
  • Private cars are the main mode of transport used by residents.
  • There are no major heating networks in the area.
  • The major impact of the agricultural sector on the climate is borne out by this analysis.
