What is GEMAPI?

GEMAPI is the competence relating to the Management of Water, Aquatic Environments and Flood Prevention. As of 1 January 2018, it has been entrusted to public establishments for inter-communal cooperation with their own tax status, such as Cœur de France.

Cœur de France is located in 2 main catchment areas:

The main tasks of the GEMAPI are as follows:

  • Improving water quality and preserving our natural heritage.
  • Monitor and maintain watercourses (rivers, ponds) and structures to prevent flooding.
  • Take action to restore the natural functionality of watercourses (sedimentation, meanders).
  • Preserve areas where watercourses function (natural areas, flood expansion zones, wetlands).
  • Protecting people and property (building and maintaining protective structures: dykes, weirs, etc.).

To carry out its responsibilities and various tasks, Cœur de France is a member of 3 river syndicates:

What does the Syndicat d'entretien do?

As part of its GEMAPI responsibilities, the SIRAH, the Syndicat du Canal de Berry and the SIAB3A are involved in the Coeur de France region in the management of watercourses and the preservation of aquatic environments. These achievements and actions illustrate the missions related to the competence:

  • Monitoring the course of rivers for real-time monitoring of water levels and flows to anticipate floods and improve warning.
  • Restoration of watercourses, with work carried out in particular on the banks to restore the natural morphology of rivers: diversification of flows, improvement of habitats and ecological continuity.
  • Maintenance and management of watercourses (particularly logjams), in coordination with riparian owners, to reduce the risk of flooding.

The unions are also involved in protecting protected species and combating invasive species, whether plant species such as water primrose or Brazilian water milfoil, or animal species such as the American crayfish. Aquatic fauna is also a conservation issue.
