What is the «territorial pact»?

The territorial pact is an agreement between the State, the département and the Syndicat mixte du Pays Berry St-Amandois to provide a single support service for home improvement and renovation. It facilitates access to advice, financial assistance and work to help you live in a more comfortable, energy-efficient home that meets your needs.

The territorial pact enables :

  • A warm welcome and personalised advice;
  • Support in choosing the work to be carried out, the craftsmen (RGE) and the assistance available;
  • Practical support in setting up applications, monitoring applications through to payment.

The Agence Départementale d'Information sur le Logement du Cher provides legal, financial and tax information on all matters relating to housing and accommodation (renting, co-ownership, home ownership, finance, taxation, etc.).

The Board is free of charge, neutral and personalized.

The tasks and operation of the ADIL are set out in article L.366-1 of the Code de la Construction et de l'Habitation. It is approved by the Ministry of Housing and operates as part of the national ANIL/ADIL network.

Role and tasks :

The Cher ADIL advises and informs private individuals on all legal, financial and tax issues relating to housing.

In the legal field, ADIL provides information on :

  • The rights and obligations of tenants and landlords (lease, rent and charges, security deposit, inventory of fixtures, repairs, etc.)
  • Co-ownership (general meeting, majority rules, works, union council, etc.)
  • Contracts (for sale, construction of single-family homes, project management, contractors, etc.)
  • Relations with professionals
  • Neighbourly relations
  • Building insurance
  • Town planning
  • Housing quality regulations (decency, insalubrity, asbestos, lead, termites, etc.)

In the tax field, the advice covers, in particular, :

  • The local tax system ;
  • Rental investment.

When it comes to financing home ownership, ADIL provides comprehensive and accurate information on :

  • Loans ;
  • Housing benefit ;
  • Financing home improvements.
