Combating housing vacancy

A major challenge for the Cœur de France region

Vacant housing is a key issue for the attractiveness, vitality and balance of the Communauté de communes Cœur de France.
Permanently unoccupied housing weakens town centres, degrades the quality of life, limits the number of new residents and has a negative impact on the local economy.

As a public establishment for inter-communal cooperation (EPCI), the Cœur de France Community of Communes works alongside the communes to putting vacant homes back on the market, particularly in older town centres.

Intercommunal action objectives

The policy to combat vacancy has several objectives:

  • Remobilising existing housing stock, before any new land is developed
  • Boosting residential appeal of the territory
  • Supporting the revitalisation of town and village centres
  • Improving the quality of housing and combat the deterioration of buildings
  • Facilitating access to housing, particularly for working households, young people and senior citizens

A coordinated territorial strategy

The Communauté de communes Cœur de France is taking a global, partnership-based approach to its activities, in conjunction with :

  • The member municipalities
  • The State and its services
  • Housing operators
  • Social landlords
  • Local housing and property players
